哲学社会科学彰显一国综合国力和国际竞争力。党的十八大以来,中国哲学社会科学学科建设与人才培养成绩显著:一方面,学科体系日臻健全、教材体系逐步完善、支撑体系不断强化、学术成果贡献卓越;另一方面,人才规模体量庞大、人才种类日益齐全、人才梯队衔接有序、人才素质整体提升。学科建设逻辑重组织轻知识、建设方式重效率轻规律、建设布局重增量轻存量、建设评价重形式轻实质,以及人才培养目标模糊化、培养质量平均化、培养模式同质化、培养环境封闭化等问题,仍需着力改进。在学科建设上,回归知识逻辑,遵循学科规律,调整学科布局,优化评价体系。在人才培养上,明确培养目标,提升培养质量,丰富培养模式,重塑培养环境。

Philosophy and social sciences highlight a country’s comprehensive national strength and international competitiveness. Since the 18th CPC National Congress, remarkable achievements have been made in discipline construction and talent cultivation of philosophy and social sciences. On the one hand, the discipline system has been perfected, the teaching materials system has gradually been improved, the supporting system has constantly been strengthened, and the academic achievements have made outstanding contributions. On the other hand, the scale of talents has been tremendously enlarged, the types of talents have become increasingly complete, the echelon of talents has been developed in an orderly way, and the overall quality of talents has been greatly improved. But in terms of the logic of discipline construction, organization is more emphatic than knowledge. In terms of its means, efficiency is more emphatic than law. In terms of its layout, increment is more emphatic than stock. In terms of its evaluation, form is more emphatic than substance. So far is talent cultivation concerned, its goal is fuzzified, its quality is equalized, its pattern is homogenized, and its environment is closed. The above-mentioned problems need systematic planning and improvement in the future. Therefore, in terms of discipline construction, logic should be returned to knowledge, disciplinary rules should be followed, disciplinary layout should be readjusted and evaluation system should be optimized. As to talent cultivation, its training goals should be made clear and definite, its training quality should be improved, its training modes should be enriched, and its training environment should be reshaped.
