Rural revitalization is an important option to solve the imbalance of economic and social development in China. The reform of the rural economic system has not only promoted the development of rural economy, but also brought about the “weak ecological position” of rural areas in the process of marketization, urbanization and internationalization. In order to revitalize rural areas, we require social infrastructure construction in addition to economic transformation and upgrading. This includes the formation of an industrial structure that fits the “viability” of rural areas, the “reorganization” based on the enhancement of collective economy and cooperative economy, and the improvement of the quality of the rural residents as modern nationals. As rural residents are the mainstay of rural revitalization, the policy system that promotes the rural economic and societal development by conceptual integration and coordinate operation would play a key role in changing the “weak ecological position” of rural areas.
