Abstract
After 40 years of reform and opening up, China's urban-rural relationship has undergone a revolutionary leap forward. The viscosity of farmers and land has changed. Man-land relations in rural areas, farmland rights, agricultural management systems, agricultural development modes, village institutions, and urban-rural relations have presented new features. Rural China has transformed into urban-rural China. As a result of intergenerational revolution, agricultural transformation, rural-household differentiation, and urban-rural interaction, land issues in urban-rural China are not only different from those in rural China, but also different from those in the stage of rapid urbanization. Land function has changed due to its transformation in the development stage. Urban-rural structural changes have brought about difficulties in the land allocation system. The historic transformation of agriculture has brought about the inadaptability of farmland rights to management system.Rural-household differentiation has highlighted the lagging of the homestead system. The key to realizing the transformation of modernization from urban-rural China to urban China is to solve the land issues of urban-rural China. Therefore, we must promote the land reform with the stage of urban-rural China as its background. The key point is to ensure the positioning of land function in the stage of urban-rural China. We must implement the reform of the land allocation system with urban and rural interaction, and reconstruct the systems of farmland rights and management so as to adapt to the transformation of agriculture. We must also carry out the reform of the homestead system based on the strategy of rural revitalization.
